Question 1: The people who cross the bridge are glitching so really they aren't swimming across. And you can't pass the bridge anyways.

Question 2: I believe there is a quest with Yuglar and apparently he wants you to kill the chieftan and bring back his head to claim your reward

The game sometime glitches for them, (or laggs,) and allows them to go on top of people or houses or objects. When in this glitch, you can't interact.
